It is community driven and as to the best extent of my knowledge, common property. Anyone can contribute and use, though I suspect that it was primarily intended for Garmin users.
Personally I have 5 Garmins, but would like to use the same data on Navitel too.

If you like checkout the code - NavigationPoiWarnerFormat is a good start - and provide a patch.

I find myself intellectually challanged. Had a look at your reference but do not see the relevance.
Can you please be more specific as to what direction you are pointing me to?

I'm sorry I should have been more verbose. Navitel seems to be a niche format and I won't spend time on it. Thus I've pointed you to the source code of RouteConverter and a good starting point if you'd like to implement the support for yourself. And of course I'm having a look on all code that is submitted as a patch or pull request on github.

Thank you for explainig, Christian. I do understand your stance.
Navitel is big in Eastern Europe and currently the only app that can use Tracks4Africa maps on the Android OS.
I saw it as an opportunity to reach Eastern Europe and Africa.
Since I last did some coding about 30 years ago, I should probably resurrect dBase and do a quick conversion program for my use.
