Resize window problem

when I resize the window to smaller one, the lower tabs (Convert, Misc, Browse) are out of view - the window doesn't resize proportionally, but scrolls the view of content. This bug (?) appears in a new version 1.20, the version 1.19 has worked correctly.

I confirm this symptom at a Windows XP, SP3 System, too.

Note: The symptom exists since pre-release 1.19.5, at least. With pre-release 1.19.1 everything works fine (vertical space between buttons decreases proportionally when resizing the window).
