Because I'm using a JavaApplicationStub, a small program that finds and starts Java, from the Apple Java 6.
Unfortunately Java 7 is provided by Oracle and uses a completely different JavaApplicationStub - and I don't have access to a Mac to find out how.

To avoid that, the .app needs to be signed - which AFAIK can only be done on Mac OS X.

You're right. I'd appreciate any help from Mac users to uses the latest JavaApplicationStub and do the signing on Mac OS X. Spending 1k€ just to get a recent Mac is no option for me.
