That's bad news, but we have some alternatives. Here in Brazil a good TOPO/streets maps to use as background is ESRI TOPO:
"https://"services.arcgisonline.com/ArcGIS/rest/services/World_Topo_Map/MapServer/tile/{$z}/{$y}/{$x}
Minzoom: 1
Maxzoom: 19
Another good map to use as background is Google Hybrid (sat + streets):
"http://"mt{$s}.google.com/vt/lyrs=s,m&hl=iw&x={$x}&y={$y}&z={$z}
Minzoom: 0
Maxzoom: 15
Servers: 0,1,2,3
They are some maps I use as background on OruxMaps Android App while Im cycling, and they shall work OK in RouteConverter.
