Das hat mangels Java 6 und Eclipse SWT kaum Aussicht auf Erfolg:

SWT for Windows uses GDI+ for advanced graphics, which is installed on Windows XP and newer. Windows 2000 users can download and install a Microsoft package containing GDI+.

Und hier steht, daß W2k seit fast 6 Jahren nicht mehr im OEM und Retail-Bereich erhältlich ist. Win98 seit 7,5 Jahren...

Vielleicht bekommst Du da die steinalte RouteConverter 1.17 Java5 Version zum Laufen, die benutzte noch Suns JDIC und Java 5.
