thank you for reporting this problem. Actually, I'm using gpsbabel for the Nokia Landmark Exchange format and I don't see an option to change it's encoding.

I could replace the support for Nokia Landmark Exchange by a Java version, but I would need your help then since I cannot read or write Arabic. And of course I'd like to have an Arabic translation of the user interface

So are you willing to help me?
