The 2.5 version recalculates times to the local time zone of the machine - this may be changed with Extras/Options/Display in timezone.

Yes, sounds reasonable to me since the timestamp in the KML file has a -08:00 timezone information attached to it:
<when>2011-11-18T00:21:18.448-08:00</when>
And for GPX it's defined that timestamps have to be in GMT.
