RouteConverterCmdLine.jar version 2.22 doesn't work

Hi,

I'm running the latest JRE (1.8.0_151) on an up-to-date Windows 10 machine.

If I use the latest (2.22) version of RouteConverterCmdLine.jar I get:

If I use version 2.21, it runs fine.

It seems the file was not correctly uploaded. I've just uploaded it again.
